Deborah Brookes-Mangan has been practising law for 21 years. She trained and provides the services of a Barrister-at-Law and Solicitor, but since the legal profession in the Eastern Caribbean is fused she provides those services under the single title “Attorney-at-Law”. She is also a Notary Public.

Deborah was born in St. Kitts and obtained her primary and secondary education on the island.

She qualified with a Bachelor of Laws degree (LLB) with honors from the University of the West Indies, Barbados in 1989. In 1991 she went on to earn the Legal Education Certificate – the professional qualification which allows Caribbean-trained lawyers to practice in all the English-speaking Caribbean countries - from the Norman Manley Law School in Jamaica. She earned her Master of Laws (LLM) degree with honors from the University of London (King’s College) in 2005 and the Advanced Certificate in International Taxation from the Chartered Institute of Taxation, London in the same year. She is called to the bar in St. Kitts and Nevis and is registered as a Solicitor in England and Wales.

After qualifying as a lawyer in 1991, Deborah practiced in St. Kitts and Nevis for over six years as an associate with one of the leading law firms in the federation - the Lex Mundi member firm Kelsick, Wilkin and Ferdinand. While at that firm she provided legal services to many of the leading banks, corporate entities and property developers in the federation, focusing her practice primarily in the areas of corporate, commercial, real estate and banking law. She also appeared in civil litigation matters at both the magistrate’s court and high court.

Following her years at Kelsick, Wilkin and Ferdinand, Deborah moved to Jamaica where she was employed as in-house Legal Advisor to KPMG until 2001. She later moved to the Cayman Islands where until recently she worked as in-house Legal Advisor to Cable and Wireless’ North Caribbean business units. Her areas of practice in Jamaica and Cayman included corporate, employment, taxation and contract law.

Outside her work as a lawyer, Deborah is an avid self-taught artist and has exhibited artwork in charcoal, watercolour and oil.
